Banding at Western Carolina University
In an effort to enhance recruitment and retention
efforts by becoming more competitive in the labor market
and also to improve career advancement opportunities, Western
Carolina University is in the process of implementing a Career
Banding program that is being developed for SPA positions
under the guidelines provided by the Office of State Personnel.
Career Banding is a new classification/pay plan that the
state of North Carolina has adopted to enable more flexible
salary administration and career growth opportunities for
state employees. The current system of pay grades and mulitple
job classes will be replaced with broad salary ranges (Career
Bands) encompassing broadly defined job families.
What does this mean to you as an SPA
employee at Western? Career Banding is a competency driven system
where forward movement within the respective bands is reflective
of competencies that you acquire in accordance with a personal
career plan agreed upon by you and your supervisor. It is
also a system that is market based, thereby, providing a
tool for managers to assist in the competitive hiring and
retaining of competent employees. Bottom line, supervisors,
mindful of the needs and goals of their respective units,
have more control over resources while providing career guidance
to their employees.
The first two job families approved by the Office
of State Personnel to be banded statewide are Law Enforcement
and Information Technology and as such will be the first
two job families that will be career banded at Western. Job
families that will be career banded in the near future are
(in no specific order): Administrative and Managerial; Human
Services; Information and Education; Medical and Health;
Institutional Services; Operations and Skilled Trades; Engineering
and Architecture; and Natural Resources and Scientific. |
